I also agree with Mr. Palmer and I don't think that there is any point in approaching the Treasury until we have the Governor's recommendation and some more details of the scheme. Dr. Herklots must understand that he is a servant of the Government of Hong Kong and that it is of no use his coming here and expecting us to approve schemes which he has not submitted to the Governor. The Governor' s telegram at No.13 states that he is not sure what Dr. Herklots has in mind and we can certainly not go to the Treasury for agreement to expenditure of £25,000 without more definite information and the Governor's agreement to the details of the scheme. I have revised the draft telegram to the Governor of Hong Kong. The approach to the Treasury should be held up until we get the Governor's reply.
